Sr. Payroll & Benefit Specialist

Summary

Reporting to the Manager, Payroll & Benefits, the Sr. Payroll & Benefit Specialist is responsible for the accurate and timely execution of the full corporate payroll process. This individual will be experienced in full cycle payroll, group benefit management, and disability administration processes. A working knowledge of payroll legislation across various Canadian provinces is required.

Key Accountabilities:

Group Benefits:

• Oversee the administration of the group benefit plan
• Responsible for the organization disability administration process
• Maintain disability records
• Communicate with benefit provider to ensure accurate, timely and complete information to support disability claims and planning for return to work and/or accommodation
• Meet with external disability claims team provider on a quarterly basis reviewing and analyzing disability claims
• Prepare specialized reports by collecting, analyzing and summarizing information and trends
• Communicate/Host group benefit and EFAP presentations
• Lead administration of future benefit projects

Payroll:

• Review of semi-monthly payroll process for centralized payroll consisting of various divisions and pay types
• Review of all new hire, employee change, and termination entries in payroll system
• Review of monthly payroll liability account reconciliation
• Prepare payroll journal entry & cross charge entry
• Monthly/Quarterly WCB & EHT entries and remittances for multiple provinces
• Prepare monthly cost variance reporting
• Assist with year end reporting & T4 reconciliation
• Ensure consistent compliance across all locations relating to payroll legislation
• Respond to inquiries and requests from employees, management & government agencies
• Standardize & document corporate payroll process & procedures
• Provide support/back up to the Manager, Payroll & Benefits
• Serve as backup to the Payroll Coordinator for payroll processing

Employment requirements:

• Payroll Compliance Practitioner (PCP) an asset
• 5+ years full cycle payroll experience
• Prior experience in a mentorship role an asset
• 3+ year group benefit plan management
• Experience in within a complex payroll environment with multiple pay types including commission and flat rate
• Strong analytical, critical thinking, problem-solving skills with a high degree of attention to detail
• Proficient in Microsoft Office – intermediate to advanced excel skills
• Excellent communication skills
• The ability to build and maintain positive working relationships with multiple groups in various locations
• The ability to professionally handle confidential matters and show appropriate level of judgment
• Strong sense of ethics and integrity
• Demonstrate the ability to adapt to changes within the organization

      8 am to 3 pm

OVERVIEW

JOB PURPOSE:

The Specialist, People Development, Human Resources will, in close collaboration with the Manager of the Development Centre of Expertise, plan, design and operate policy, large programs and processes on the development side of the Law Society’s talent management. This position provides people and organizational development expertise and support with a focus on assigned responsibilities in performance management, succession planning, leadership, and management development, learning and growth, and an employee engagement portfolio. Fostering the use of appropriate talent management, tools and practices, the Specialist will help leaders, teams, and the organization drive performance excellence. The role will work closely with HR Business Partners and People Leaders.

The Specialist provides subject matter expertise, guidance and recommendations on best practices related to the design and operation of people development, training need analysis, performance management framework and has a hands-on responsibility for the day-to-day operation and compliance of learning programs at the Law Society. The Specialist monitors and evaluates vendor services, manages vendor relationships, and provides recommendations to determine programs that best meet the needs of the Law Society.

QUALIFICATIONS REQUIRED:

• A Bachelor’s degree in Human Resources, Organizational Development, Business or related field is required to fulfil the core requirements of this position.
• A CTDP (Certified Training & Development Professional) designation and/or formal education in Adult Education principles are also required.
• Equivalent knowledge and capability from suitable combination of other formal education and practical work experience may be considered.
• A minimum 7 years of similar relevant experience in organizational development or people development roles in a small to medium complex business environment.
• Regulatory sector experience is an asset.
• Expert understanding of training needs analysis, design & development, performance management systems, succession planning programs.
• Solid understanding of adult education and its application to learning initiatives, program development and delivery.
• Strong ability in e-learning development tools such as Articulate, Storyline, Captivate, Audacity, Camtasia, Photoshop or Illustrator.
• Knowledge of current learning trends and developments in the Talent Management field from a specialist perspective, and their practical applications at the Law Society.

KEY ACCOUNTABILITIES

Client / Customer Service Planning and Delivery

• In conjunction with the Development Manager, the Specialist will implement all talent, leadership and team planning processes, policies and procedures with client groups which includes but is not limited to succession planning, leadership selection and assessment, leadership development planning and the Law Society’s annual organizational development readiness plan.
• Identifies strategic and operational needs for the development programs, translates goals and needs into effective learning strategies.
• Delivery methods of learning strategies may include coaching, in-house and third-party classroom training, e-learning, reference guides, web content or other media as appropriate.
• The Specialist plans, delivers and evaluates the effectiveness of training solutions that may be required as a result of organizational change.
• Maintains training records for learning activities, user progress and evaluates learning program effectiveness.

Special Projects and Initiatives

• Working with the Manager, researches and shares best practices for assigned development programs.
• Recommends plan, program, policy, and process changes to enhance effectiveness and simplicity.
• Maintains working knowledge of, and advises on, people management and development trends and best practices among similar organizations.
• Actively contributes to the continuous improvement of the development team by supporting special projects, conducting research, analysing programs, and providing critical feedback that helps solve team problems or improve development processes and practices.
• Brings a professional, accurate and analytical perspective to program planning and operations.
• Contributes to the development of policies and practices through analysis, need identification, review of existing documentation and benchmarking Human Resources best practices.

Financial Responsibility

• In conjunction with the Manager, client groups and people leaders, evaluates Law Society people development needs (individual, departmental and organizational), conducts cost/benefit analysis, and develops specifications and recommendations regarding the purchase of training, education, e-learning and technical programs from third-party vendors as well as other purchases in support of Law Society business protocols and business technology.
• Prepares comparisons of in-house versus outsourced services for specific projects, administers approved training and education budgets, monitors expenditures, and reports variances to the Manager as appropriate.
• Provides key liaison with the Law Society service providers, actively participating and providing administrative support in contract changes, negotiations, and monitoring.

Team Membership

• Works closely with and assists the Human Resources team, in the administration of on going and new initiatives, including external consultants and service providers through projects, as well as the planning, scheduling, and development of effective work processes.
• Delivers expert strategic advice and collaboration on a variety of initiatives to facilitate and support Human Resources plans, which are aligned with departmental initiatives and the strategic plan of the organization.
• Provides back-up to the other Specialists and demonstrates flexibility and commitment to the team in order to maximize resources and support the team during peak periods.

Research

• Stays current with trends and development in people management and development practices, Adult Education, e-learning, relevant business technology and quality improvement initiatives, and ensures that Law Society people development programs are aligned with best practices.
• Maintains a solid grasp of the Law Society’s mandate, structure, basic processes, and changes/challenges affecting the organization to understand and respond to client needs.

WORKING ARRANGEMENT

The Law Society has introduced a Distributed Workforce Model to leverage flexibility and agility, and to maximize employee productivity and engagement. Work arrangements will be determined by role and departmental requirements. The working arrangement for this position has been classified as hybrid, where the employee will regularly flex their work location between home and office.
